Wladimiro Salinas studied Civil Engineering in Germany and got his diploma at the "Technische Hochschule" Stuttgart in 1964. He worked as Sanitary Engineer at F.H.Kocks K.G. in Giessen - Frankfort, Germany and in La Paz, Bolivia. He was appointed Director of the Municipal Department of Sanitation (city cleaning and waste disposal) in La Paz. Later he was Director of the Sanitary Engineering Department of the new National Ministry for Urban Planning, until he and other six professionals decided to found an own consulting firm, the "Centro Profesional Multidisciplinario" – CPM Consultants, where he still works as General Manager. His experience in the academic sector began in 1960 as a student, when he worked at the Institute for Waterworks of Professor Tölke in Stuttgart. After returning to Bolivia, he was appointed Co-Director of the new Hydraulic Institute of the University San Andrés, a joint venture with the Technical University of Berlin. For 25 years he worked as professor at the University of San Andrés in La Paz and lectured Applied Hydraulic and Hydraulic Works. Since 1999 he lectures Channel Hydraulic at the UCB.
