The Integrated Solid Waste Management Plan - PGIRS aims at covering the solid wastes generated by the urban population, rural areas, commercial, waste from the medical services and debris.

Overall Objectives

      • to improve the quality of life, full scale Waste Management
      • to implement an integrated management system for the city of Corumbá- MS
      • to establish a household waste collection system, strengthening the process of recycling collection system through door-to-door collection and points of voluntary delivery
      • to promote education and awareness related to environmental protection, human health, collection and treatment of wastes from medical services and the wastes generated in the rural areas.
      • to address issues related to the segregation, packaging, collection, treatment and appropriate disposal

      Applied Results and Impact

       

      The implementation of the Waste Management Plan will provide the best possible destination of the waste generated at the city of Corumbá. The focus of this plan is to minimize the generation of waste and to decrease the amount of recyclable waste being sent to the Controlled Landfill.

      It should be reached through programs of environmental education, implementation of the selective collection door-to-door system, connected with points of voluntarily delivery schools and supermarkets.

      For a greater coverage and effectiveness of the services, it was proposed the adoption of the following methods of regular collection:

       

      • Regular door-to-door collection - garbage collection directly from homes and other generating establishments
      • Alternative regular collection - consists in the use of stationary containers for waste collection located in places that are difficult to access, such as alleys, roads with sharp slope, narrow roads
      • Collection through "PDV" - Point of Voluntary Delivery - Consists in the allocation of collectors in pre-determined places, where the population has previously segregated the waste, in order to strengthen the process of selective collection

       

      Geographic Target Area

       

      The project has led to an expansion of services to Fort Coimbra and Corumbá, Albuquerque, Morrinhos and their rural settlements.

      From Port Hope the waste is transported by railroad, from Strong Coimbra by waterway.

      The collection system for recyclable waste brought up 5,3% of the total recyclable waste. With the implementation of the Plan the amount of recyclable waste will increase to 24,2%.

      The project considered environmental laws, resolutions and standards, specially the Federal Law 9605/98, and the Federal Law No. 11.445/07- National Sanitation Policy.

      Contribution to Capacity Building and Education

       

      Corumbá is one of the largest Brazilian municipalities where the distances among Districts could be up to 100 km. There are many difficulties in logistics related to the collection and the transport of waste, considering that some locations could be reached only by boat or train. The population is integrated in the process of selective collection, which currently did not occur so far. The process of environmental education oriented to waste management should reach all the existing schools at those locations including the rural areas and riverside populations. For those communities, which are more difficult to be reached, the intention is to bring some benefices and income using recyclable waste. This allows the generation of employment and revenues for families with low income.
